Pay attention to the waste paper market and do a good job of waste paper article

since the 42nd issue of 2000, paper Weekly has opened up the "waste paper" column of the domestic market that will become a strong MDI consumer market in North America. An article on waste paper is published every two weeks, which focuses on the analysis of the international waste paper market, the introduction and selection of imported waste paper suppliers, the judgment and claim of quality problems in the transaction of imported waste paper, the introduction of Japanese waste paper, the use of imported old newspapers and periodicals in production, the practice of small and medium-sized enterprises in using imported waste paper, the international status of American waste paper, the opinions on Establishing China's domestic waste paper trading standards, etc. After the article was published, we received many letters and calls from readers, and put forward many opinions and suggestions on this column, for which we express our heartfelt thanks

in order to make the "waste paper column" better and closer to readers, we will enrich the following contents: 1. Introduction and analysis of domestic and international market of waste paper; 2. Introduction to the quality standards of waste paper in various countries; 3. Special report on waste paper utilization enterprises; 4. Waste paper utilization equipment and chemical additives; 5. Cases in waste paper trading; 6. Readers' voice. Here, I also hope that colleagues in the industry often put forward insights for everyone to learn from

China is a large country in papermaking. However, China is a country lacking in forest resources, and the raw materials required for papermaking are very scarce. Waste paper, as a renewable resource, has increasingly become an important raw material for papermaking, and waste paper can be used as a supplementary raw material for the "second forest"

the current waste paper resources in China are far from meeting the needs of domestic papermaking, and the domestic waste paper market is not very standardized. First, the waste of waste paper is common in institutions, enterprises, schools and individuals, and the awareness of saving and using waste paper is weak. Second, the waste paper recycling link is weak, the operation and management is backward, and the corresponding policies and regulations have not been established, so the level of recycling is not high. With the reform of planned economy, the original waste paper purchase system can no longer adapt to the booming market economy. The form of private acquisition has become the mainstream of future development, but because the management department has no corresponding management system and legal regulations, the domestic waste paper acquisition has become a disordered market, in which the most obvious manifestations are: low prices, mixed with water and impurities, which seriously affect the quality of waste paper recycling and threaten the production of paper mills. We hope that this situation will attract the attention of relevant departments and leaders in Shanghai, and how to establish local regulations on waste paper management will be put on the important agenda. Third, the quality of domestic waste paper is not high, but this will improve with the improvement of the grade of domestic paper

the shortage of domestic waste paper leads to the import of a large amount of foreign exchange. From the perspective of varieties, there are generally waste newspapers and periodicals used in the production of recycled paper, waste corrugated cardboard boxes used in the production of box board paper, as well as disordered paper and white paper trimming used in pulping. From the perspective of import quantity, the United States ranks among the leading countries, and a very important reason is its long-term stability of supply. Secondly, the import volume from Hong Kong, Belgium, the Netherlands and Germany is also large. In recent years, Japan is not willing to lag behind and exports a large amount of waste paper to China. As waste paper is a special commodity, some quality problems and claims often occur. After practice in recent years, China has also accumulated some experience in this regard, but there are still many systems and regulations to be gradually improved. One thing is certain. Waste paper has a large market in China

in practice, we often encounter some common but incomprehensible things. For example, now imported waste paper needs foreign commodity inspection certificate (CCIC inspection certificate) and environmental protection certificate. In order to prevent foreign garbage and toxic and harmful substances from entering our country, the national environmental protection administration department has established a system of inspection and admission abroad. It should be said that great achievements and progress have been made in recent years. However, in the actual operation process, there are problems that need to be improved. Judging from the quality of imported waste paper in recent years, domestic users generally reflect that the quality of waste paper shipped from the United States and Europe is declining and claims continue. The problems that arise are always inseparable from the basic quality problems of impurities and excessive moisture. We don't know how to obtain the commodity inspection certificate provided by the supplier. However, we can be sure that it costs money to obtain the overseas commodity inspection certificate, and this is included in the supplier's quotation. If there are quality problems, it is bound to bring greater losses to buyers. There is a strange phenomenon here: the waste paper that often claims is always qualified by the foreign commodity inspection, and the commodity inspection before customs declaration is also qualified, but it is unqualified when receiving the goods. Why is this? In addition, the environmental protection certificate is a document approved by the national environmental protection department according to the needs of the applicant, which allows the import of waste paper, and stipulates the quantity and port of import. However, in the market, it is not only an approval document for import, but also a negotiable securities. This is an open secret, and some enterprises make profits by reselling the environmental protection certificate, just like reselling the approval documents and indicators of other imported goods. It is not easy to obtain the environmental protection certificate. All enterprises and personnel who have obtained the environmental protection certificate know the difficulty of obtaining the certificate. Therefore, the environmental protection certificate is even more valuable

now, the handling units of imported waste paper are designated import units. However, these designated units are rarely the business units and users of waste paper, but the agents responsible for signing contracts and issuing letters of credit. To put it bluntly, it is a privilege for these units to charge. However, once this unit is punished by the customs to stop customs declaration and other work because of some violations of laws and disciplines, or the funds are frozen by the bank because of financial problems, those entrusted units will become the direct victims. Why can't these privileges be abolished in terms of the scope of utilization of high molecular alloy technology? Can only the designated responsible unit make the waste paper market standardized? It costs money to obtain a commodity inspection certificate overseas, to apply for (or buy) an environmental protection certificate, to act as an import agent, and to have commodity inspection before customs declaration. So many links will inevitably increase the cost of importing waste paper, so reducing the import links has become the common voice of paper enterprises

enterprises should make rational use of imported waste paper according to their needs, and strictly choose the corresponding imported waste paper according to the technical requirements of different paper types. At the same time, it is also necessary to be appropriate, and do not use high-grade imported waste paper, so as to waste its value. Shop around, choose carefully, and relatively adopt one or two imported waste paper suppliers to stabilize product quality

with the decline of pulp prices in the past 18 months, the global paper industry has entered a period of adjustment. Waste paper is also in adjustment, seeking a balance between supply and demand. The difference between this year and previous years is that when the supply and demand are unbalanced, instead of blindly reducing prices to maintain production, the way of closing the factory and stopping production is adopted to reduce inventory. According to the news from the United States, while carton factories, paper mills and pulp mills have reduced production in a continuous small amplitude, renewable resources enterprises have also joined the ranks of shutting down factories, reducing inventory, and often at a loss to maintain price stability. Japan, Australia and Europe have adopted the method of improving quality and increasing exports to Asia to seek a balance between domestic supply and demand. Optimistic insiders believe that it is possible to get out of the trough in the second half of this year, but various signs show that the U.S. economy has entered the adjustment stage after 10 years of growth, following Japan's example. At this stage, an ideal goal will not be achieved due to the reduction of interest rates. Therefore, the prospects of the U.S. economy are not optimistic. The relevant report of the people's Bank of China shows that in China's export market, The United States accounts for 40% (including through the entrepot trade between Hong Kong and Macao), and Japan accounts for 16%. Therefore, the slowdown in the economic development of the United States also indirectly affects China's packaging industry and paper industry, which serve as export services. As the main raw material of packaging paper, waste paper and its industry should calmly face the adjustments that have come. In fact, domestic waste paper business enterprises have begun to adjust. As far as we know, several well-known waste paper business enterprises in Jiangsu, Zhejiang and Shanghai have withdrawn from waste paper business. Many industrial enterprises with waste paper as the main raw material have begun to change production and produce paper products with wood pulp, straw pulp and reed pulp as the main raw materials, but some new enterprises have joined the ranks of waste paper management in the adjustment. According to the experience of nearly a decade, this adjustment will be at least until the turn of summer and autumn in 2002, so it is also a challenge to China's paper industry

the paper industry is in urgent need of waste paper resources. Let's pay attention to waste paper resources from all aspects, come up with ideas and ways to cultivate and develop the waste paper market and make full use of waste paper resources. The use of waste paper can be described as "turning decay into magic". When we turn wood into paper, it is a kind of progress. When we turn used waste paper into paper, it is even more progress. In the process of using waste paper, we will inevitably encounter many new topics. As the waste paper column of paper weekly, I am willing to work with you to make better articles on the utilization and management of waste paper
