There is a strange phenomenon here: the waste paper that often claims is always qualified by the foreign commodity inspection, and the commodity inspection before customs declaration is also qualified, but it is unqualified when receiving the goods. Why is this? In addition, the environmental protection certificate is a document approved by the national environmental protection department according to the needs of the applicant, which allows the import of waste paper, and stipulates the quantity and port of import. However, in the market, it is not only an approval document for import, but also a negotiable securities. This is an open secret, and some enterprises make profits by reselling the environmental protection certificate, just like reselling the approval documents and indicators of other imported goods. It is not easy to obtain the environmental protection certificate. All enterprises and personnel who have obtained the environmental protection certificate know the difficulty of obtaining the certificate. Therefore, the environmental protection certificate is even more valuable

However, these designated units are rarely the business units and users of waste paper, but the agents responsible for signing contracts and issuing letters of credit. Shop around, choose carefully, and relatively adopt one or two imported waste paper suppliers to stabilize product quality

As far as we know, several well-known waste paper business enterprises in Jiangsu, Zhejiang and Shanghai have withdrawn from waste paper business. Many industrial enterprises with waste paper as the main raw material have begun to change production and produce paper products with wood pulp, straw pulp and reed pulp as the main raw materials, but some new enterprises have joined the ranks of waste paper management in the adjustment.
